How can I power down a Windows computer using a VCore, V4Pro or V16Pro.

Windows can only be power down from an outside incoming message if the computer has dedicated software running that would be capable of receiving the incoming packet and then starting the "Shut Down" procedure from within windows. 

There are some third-party devices available capable of performing a soft "Shut down" that can be controlled via network or serial connection.
